Cream of Tomato Soup

2 cups peeled Keremeos tomatoes
1 tsp sugar
1 bay leaf
14 onion, sliced
3 pepper berries
3 tbsp butter
4 tbsp flour
1 tsp salt
18 tsp pepper
2 cups milk

Simmer the tomatoes, onions, sugar and seasonings for 5 minutes. Melt butter and add flour, salt, and pepper combining well. Add milk gradually, stirring until thickened. Add hot tomatoes a little at a time stirring constantly. Serve immediately.
